The Immigration Department in the Northern Region has intensified its crackdown on illegal activities surrounding passport processing, following the arrest of 22 suspected middlemen commonly known as Doba Dobas for impersonating Immigration Officers.
According to the Department, the suspects, comprising 16 men and 6 women, were arrested on 31st October 2025 at various locations within Mzuzu City and surrounding areas.
The arrests were made after a series of complaints from members of the public who alleged that some individuals were collecting illegal fees and posing as Immigration staff.
Reports revealed that the Doba Dobas were involved in several fraudulent practices, including selling free passport application forms, charging extra money for quicker services and demanding payments for tokens. Some unsuspecting applicants were also subjected to unethical treatment by these impostors, who took advantage of the growing demand for passports.
“We are determined to root out all illegal middlemen and restore public confidence in our services,”
said one senior officer who spoke on condition of anonymity.
The Department has since reminded the public that passport application forms are free of charge and can be accessed at any Immigration office across the country or downloaded from the official Immigration website.
All legitimate passport payments, the statement emphasized, should only be made through FDH Bank Collection Points located within Immigration premises.
Authorities have further warned members of the public to refrain from engaging unauthorized individuals in any passport-related transactions.
“Any dealings with Doba Dobas not only risk your money but may also delay or jeopardize your application process,”
reads part of the Department’s statement.
Meanwhile, the 22 suspects remain in police custody as investigations continue. They are expected to appear in court soon to answer charges of impersonation, contrary to Section 99(b) of the Penal Code.
The Immigration Department has reiterated its commitment to transparency, integrity and professionalism in the delivery of its services, urging all citizens to report any suspicious activities related to passport issuance.
