
Former Speaker of the Malawi Parliament, Richard Msowoya, is in Dar es Salaam, United Republic of Tanzania, to assume his role as Head of the Southern African Development Community (SADC) Electoral Observation Mission (SEOM) for the country’s General Election scheduled for 29 October 2025.
As Head of Mission, Msowoya will provide strategic leadership, coordination, and representation of the SEOM throughout the election observation process.
His responsibilities include overseeing the deployment of observers across Tanzania and ensuring that the Mission’s work aligns with SADC’s Principles and Guidelines Governing Democratic Elections (2021).
Msowoya is accompanied by members of the SADC Electoral Advisory Council (SEAC) and electoral observers drawn from several SADC Member States, including Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, Seychelles, South Africa, Zambia, and Zimbabwe, as well as officials from the SADC Secretariat.
The observers are currently undergoing a refresher training programme on electoral processes, taking place from 16 to 19 October 2025 in Dar es Salaam.
Msowoya’s arrival precedes two key events: the official launch of the SEOM on 21 October 2025 and the release of the Mission’s Preliminary Statement on 31 October 2025, following the conduct of the polls.
His appointment as Head of Mission was made by President Arthur Peter Mutharika, who currently serves as Chairperson of the SADC Organ on Politics, Defence, and Security Cooperation.
The appointment underscores SADC’s ongoing commitment to promoting peace, democracy, and credible elections within the region.
